BEIRUT: Lebanon’s parliament failed to elect a president for the 5th time on Thursday, bringing the country closer to institutional deadlock amid a deep financial crisis.

President Michel Aoun’s term ended on Oct. 31, leaving behind a political vacuum and divisions among political blocs over the makeup of a new cabinet.

Lebanon has been without a fully functioning government since May. The government was already operating in a caretaker capacity as the country is sinking deeper into a three-year-old financial meltdown.

LONDON: A Russian man who had his hair dyed in some of the colors of the Ukrainian flag has been fined 30,000 roubles ($330) by a court for “discrediting” the Russian army, rights group OVD-Info reported on Monday.
Photographs of Stanislav Netesov posted online show the 25-year-old’s close-cropped hair colored bright blue, green and yellow. Blue and yellow are the colors of the Ukrainian flag.
More than 20,000 people have been detained for their anti-war stance since the start of Moscow’s full-scale invasion of Ukraine in February 2022, with over 900 people charged with criminal offenses.
Netesov was found guilty of discrediting the armed forces on May 3, an online court notice shows, although it does not specify a fine.
In court, Netesov denied his hair color was meant as a statement of protest, saying that he does not support either Ukraine or the Russian army, independent news outlet Mediazona reported. He said he has dyed his hair bright colors for years.
Netesov could not be reached for comment.
The case against the Muscovite began in late April, when he was attacked by unknown people while returning home from work late at night.
The assailants stole his mobile phone and knocked out one of his teeth, Netesov told OVD-Info, which assists those targeted for opposing the war.
When he went to the police to file a report, officers noticed his hair and charged him under the “discrediting” statute, Mediazona reported.
“The aforementioned visual propaganda clearly expressed a negative attitude toward the Armed Forces of the Russian Federation,” Mediazona cited the police report as saying.
Officers also gave Netesov a summons to report to a military enlistment office. He then revealed to them he was a transgender man, after which they canceled the summons, Mediazona said.

AL-MUKALLA: Yemen’s Houthis claimed on Tuesday to have shot down another US drone over the central province of Al-Bayda, marking the fifth such claim by the militia since the start of their Red Sea campaign in November.
Spokesman Yahya Sarea said in a televised broadcast that the Houthi military launched “a locally made surface-to-air missile” at the US MQ-9 Reaper drone, which crashed in Al-Bayda province.
Sarea did not disclose when the shoot-down took place, but said the military action came in support of the Palestinian people and as retribution for US and UK bombings of Houthi-controlled parts of Yemen.
“The Yemeni Armed Forces continue to enhance their defensive capacities in order to face the American-British aggression against our nation and carry out military operations in triumph for the oppressed Palestinian people,” Sarea said.
The Houthi claim on Tuesday was the second in less than a week concerning an MQ-9 Reaper shoot-down, and the fifth since November.
On Friday, the militia said its forces shot down a US drone over the central province of Marib while conducting “hostile operations,” soon after locals reported hearing a loud blast and finding wreckage of a drone resembling an MQ-9 Reaper.
The Houthis had previously claimed to have shot down the same drone model on April 26 and Feb. 19 this year, as well as on Nov. 8 last year, over Saada, Hodeidah and the Red Sea, respectively.
Since November, the Houthis have attacked ships in international waters around Yemen, mainly the Red Sea, using drones, ballistic missiles and drone boats.
The militia claims its campaign is solely targeting Israel-linked ships in solidarity with Palestinians in Gaza.
The US has responded to the Houthi attacks by identifying the militia as a terrorist organization, organizing a coalition of marine task forces and carrying out strikes on Houthi sites in Yemen.
In an attempt to revive peace talks stalled by the Houthi Red Sea campaign, the US State Department said on Monday that Yemen envoy Tim Lenderking will return to Saudi Arabia, the UAE and Oman.
He will meet officials in those countries to discuss the Houthi Red Sea campaign and its implications on Yemen’s peace process.
“The Houthis’ continued attacks threaten progress toward achieving a durable resolution to the conflict in Yemen and obstruct the delivery of humanitarian assistance to Yemenis and people in need across the region,” the US State Department said.

RIYADH: The Soudah Development company plans to rehabilitate about 200 heritage sites within the Soudah Peaks project area in Saudi Arabia, and the work will be carried out in ways that preserve the authentic nature and natural splendor of the area, said Daniel McBrearty, the organization’s chief development officer.

The preservation of the sites and the natural landscapes around them is of paramount importance to the company as it undertakes its transformative tourism project, he added.

McBrearty told the Saudi Press Agency: “The Soudah project’s master plan places sustainable environmental practices at the forefront, ensuring the protection of natural landscapes, cultural heritage and the unique architectural style of the region.”

The Soudah Peaks project aims to establish a luxurious mountain tourism destination at an altitude of 3,015 meters above sea level in the Asir region of southwestern Saudi Arabia. In keeping with the objectives of the Saudi Green Initiative, only 1 percent of the 627-square-kilometer project area has been allocated for development.

“We will focus on safeguarding the environment and mitigating climate change impacts,” McBrearty said. “Soudah Development is committed to translating climate ambitions into tangible sustainability efforts aimed at restoring and reviving the area’s exceptional biodiversity.”

Several environmental initiatives are already underway, he said, most notably an afforestation project that aims to plant more than a million trees by 2030, in support of the Saudi Green Initiative and to help offset carbon emissions by 4 percent.

Soudah Development has already planted 165,000 indigenous trees, SPA reported, including species such as juniper, wild acacia, Dodonaea and katam (wild olive). This has taken place in collaboration with the National Center for Vegetation Cover Development and Combating Desertification, to help achieve environmental balance and climate resilience.

And in partnership with the National Center for Wildlife, the company has reintroduced 23 mountain ibexes and 10 idmi, or mountain, gazelles in the past three years, supporting efforts to protect the species from extinction.

McBrearty said that working under the auspices of the Public Investment Fund, the company is leading the development of Soudah Peaks to enhance the Kingdom’s increasingly diverse tourism offerings.

“The luxury mountain resort will feature 2,700 hospitality keys, 1,336 residential units and 80,000 square meters of commercial space across six development zones: Tahlal, Sahab, Sabrah, Jareen, Rijal and Red Rock,” he explained.

“By 2033, the project is projected to create thousands of direct and indirect job opportunities, contribute over SR29 billion ($7.7 billion) to the non-oil GDP (gross domestic product), and attract 10 million visitors annually by 2030, aligning with the nation’s tourism goals.”

Developers say Soudah Peaks will offer a wide range of attractions and activities, including mountain trails, long-distance hiking paths, paragliding, mountain biking, horseback riding and zipline adventures. Nature lovers will be able to immerse themselves in the natural splendor of its attractions, including national parks, biodiversity and agricultural terraces, and indulge in luxurious wellness experiences at eco-resorts, meditation centers and yoga retreats. There will also be an 18-hole golf course atop Soudah mountain, and mild temperatures of around 15 degrees Celsius will allow visitors and residents to enjoy the outdoor pursuits year-round.

RIYADH: Saudi Arabia is set to unveil a new tourism strategy this year utilizing artificial intelligence and seamless technology, according to a top official.

Speaking to Arab News in an interview on the sidelines of the Future Aviation Forum 2024, Gloria Guevara Manzo, chief special adviser at the Ministry of Tourism, noted that the plan seeks to maximize the Kingdom’s assets including culture, history, heritage and hospitality.

“Right now, the ministry, under the leadership of his excellency, is developing the new strategy, and that new strategy is going to include several new things, such as the use of AI, for instance, seamless and many other technologies that are important for growth,” Manzo said.

She added: “(The) strategy, hopefully is going to be released this year and is going to be shared with the world. The strategy that we have right now was developed in 2019. We accomplished the milestone of the 100 million tourists, domestic and international, seven years ahead (of schedule).”

Manzo also discussed the importance of sustainability so people are still “enjoying” the world today while ensuring resources are preserved for future use

This concept involves multiple facets, including economic, environmental, and social considerations.

“For 30 years, we have been measuring and that’s why we know that 10 percent of the global gross domestic product before the pandemic (came from travel and tourism), and we’re going to reach that number this year again,” Manzo said.

She added that before the COVID-19 outbreak there were 330 million jobs in the industry, adding: “This year, we’re hoping to break a record with 348 million. One out of 10 jobs depends on this sector, so the economic aspect is very clear. The social aspect also is quite interesting — 54 percent women, 30 percent youth.”

Manzo emphasized the positive social impacts of travel and tourism, such as poverty reduction and the prevention of illegal migration by providing local job opportunities.

Despite these benefits, there had been a lack of clear measurement regarding the sustainability of this industry.

However, a significant study sponsored by Saudi Arabia, particularly by Minister of Tourism Ahmed Al-Khateeb and the ministry, addressed this gap.

Released last year, this provided comprehensive insights into the environmental impact of travel and tourism, revealing that 8.1 percent of greenhouse emissions are attributable to this sector.

“Now that we know that, then we can go industry by industry to understand what is the impact, and from that 8 percent, 47 percent is due to transportation and it could be aviation, it can be road, it can be cruising all the different aspects,” she said.

Manzo added: “Now, the reality is that aviation counts between 1.5 and 2 percent of the global emissions. But as I said in the panel, we cannot see this in an isolated approach. We need to see this from a holistic point of view. We need to understand what are the quick wins.”

Therefore, she noted that this does not mean stopping flying is the solution, as it has “very severe consequences.”

She said: “Millions of people can lose their jobs. We saw that during the pandemic, travel provides food on the table to millions of people from around the world. That’s a factor that we have to consider.” 

Mazo stated that the right approach should be finding ways to travel in a more sustainable way, as she referred to a statement by Saudi Energy Minister Prince Abdulaziz bin Salman ,when he said that the Kingdom is leading this transition.

Furthermore, the adviser stressed the importance of the Future Aviation Forum as it reflects the significance of connectivity within and outside the Kingdom as emphasized by Al-Khateeb on the first day.

“We need to increase the connectivity within the Kingdom, to the Kingdom and of course outside in order to increase the trade and do business and have more exports, more imports, and all of the above,” she stated.

Manzo continued: “In that regard it is very important to continue with the partnerships, not only at the destination level, but also at the corporate level and with the different entities, with the government. Without transport, we don’t have tourism, and tourism is very important for transport also to grow.”
