SRINAGAR: Security forces in Indian-administered Kashmir have detained more than 300 people for questioning in recent days as they try to stem a wave of targeted killings that has spread panic among minority groups, two police officials said on Saturday.
Three Hindus and a Sikh were killed in the Muslim-majority region this week, leading police to say that religious minorities are being targeted.
Small groups of militants armed with pistols have carried out a spate of killings in recent weeks, taking the number of civilians murdered in Kashmir this year to at least 28, according to police records.
Kashmir has been wracked by an insurgency for decades. It is claimed in full by both India and Pakistan but ruled in parts by the neighbors.
“Over 300 people were detained for questioning across Kashmir during the last two days,” said one of the two police officials.
Those detained included members of the banned religious organization Jamaat-e-Islami, an umbrella alliance known as the Hurriyat Conference, and others with previous links to militant groups, added the official.
Investigators have also summoned 40 schoolteachers as part of their probe into the killing this week of one Hindu and one Sikh teacher in a government school in Indian-administered Kashmir’s main city of Srinagar, according to a police document seen by Reuters.
Police officials say small bands of militants from The Resistance Front, which they describe as a new formation of insurgent groups, are targeting civilians and political workers in Kashmir.
Pakistan rejects India’s allegations that it is helping militant groups in Kashmir, saying it provides only moral and diplomatic support to the Kashmiri people.
In a statement on social media, The Resistance Front said it was not targeting people on the basis of their religion but only those working for Indian authorities. Reuters could not immediately verify the authenticity of the statement.

The Weeknd donates $2 million for humanitarian aid in Gaza
DUBAI: Canadian singer The Weeknd has pledged to donate another $2 million to help feed families in Gaza, the United Nations’s World Food Programme reported.
The donation comes from the star’s XO Humanitarian Fund, which helps combat global hunger.
“This support will provide over 1,500 metric tons of fortified wheat flour, which can make over 18 million loaves of bread that can help feed more than 157,000 Palestinians for one month,” said WFP.
In December, the multi-platinum global recording artist, whose given name is Abel Tesfaye, donated $2.5 million to WFP from the fund, which he established in partnership with World Food Program USA. That equated to 4 million emergency meals, funding 820 tons of food parcels that could feed more than 173,000 Palestinians for two weeks.
Tesfaye, who was appointed a Goodwill Ambassador in October 2021, is an active supporter of WFP’s global hunger-relief mission. He, his partners and his fans have raised $6.5 million to date for the XO fund.
In total he has directed $4.5 million toward operations in Gaza and has sent $2 million to support WFP’s emergency food assistance for women and children in Ethiopia.

ISLAMABAD: Pakistan anticipates continued visits by high-level business delegations from Saudi Arabia in the upcoming weeks to further explore investment opportunities facilitated under the Special Investment Facilitation Council (SIFC), the foreign office announced on Thursday.
The statement came just days after Prime Minister Shahbaz Sharif concluded his visit to Riyadh, where he addressed the two-day World Economic Forum conference that began on April 28.
During his visit, Sharif met with Crown Prince Mohammed bin Salman and several Saudi ministers to strengthen bilateral relations and economic partnerships between the two nations.
Prior to his visit to the kingdom, Saudi Foreign Minister Faisal bin Farhan was in Islamabad with a large delegation, saying the Pakistani administration’s resolve to strengthen the economy would yield “significant benefits.”
“Saudi investors have been coming to Pakistan in recent months, and engaged with the SIFC in terms of exploring opportunities for Saudi investments in Pakistan, and this is an ongoing process, and we expect similar high-level business delegations to undertake visits to Pakistan in the coming days and weeks as well,” foreign office spokesperson Mumtaz Zahra Baloch told reporters in her weekly media briefing.
She added that both countries were involved in robust and mutually beneficial dialogue that had gained significant momentum in recent months.
“Pakistan and Saudi Arabia are engaged in consultations with each other in terms of increased Saudi investments in Pakistan, including in the energy domain,” she added.
Asked about reports of Pakistan providing military bases to the United States, Baloch called them baseless rumors.
“Pakistani has no plan to provide any bases to a foreign country against any other country,” she continued.
Speaking about the Organization of Islamic Cooperation’s summit in Gambia, the spokesperson said the country’s deputy prime minister Ishaq Dar would highlight the ongoing genocide in Gaza, the right to self-determination of the people of Jammu and Kashmir, the imperatives of solidarity and unity of the Muslim Ummah, rising Islamophobia, issues of climate change, terrorism, and other contemporary global challenges.
She said Pakistan strongly condemned the escalating violations of human rights by Israel and increasing number of illegal Israeli settlements in the West Bank.
“Israel’s actions constitute a breach of international law, including humanitarian laws and other pertinent international laws, and these acts also undermine any prospects of a two-state solution,” she added.

RAMALLAH: Palestinian security officers killed a gunman in the occupied West Bank on Thursday, a rare intra-Palestinian clash whose circumstances were disputed and which the fighter’s faction described as an Israeli-style “assassination”.
Palestinian Authority security services spokesperson Talak Dweikat said a force sent to patrol Tulkarm overnight came under fire and shot back, hitting the gunman. He died from his wounds in hospital.
Videos circulated online, and which Reuters was not immediately able to confirm, showed a car being hit by gunfire.
A local armed group, the Tulkarm and Nour Shams Camp Brigades, claimed the dead man, Ahmed Abu Al-Foul, as its member with affiliation to the largely militant group Islamic Jihad.

President Mahmoud Abbas’ PA wields limited self-rule in the West Bank, and sometimes coordinates security with Israel.
Parts of the territory have drifted into chaos and poverty, with the PA and Israel trading blame, especially since ties have been further strained by Israel’s offensive in Gaza.
Hamas, an Islamic Jihad ally which rules the Gaza Strip and has chafed at Abbas’ strategy of seeking diplomatic accommodation with Israel, denounced “the attacks by the PA’s security forces on our people and our resistance fighters”.
Palestinian security forces and gunmen have exchanged gunfire several times in the last year, but deaths are rare.
EU offers 1 bln euros in economic, security support to Lebanon

BEIRUT: The European Union has offered Lebanon a financial package of 1 billion euros ($1.07 billion) to support its faltering economy and its security forces, European Commission President Ursula von der Leyen said on Thursday during a visit to Beirut.
Von der Leyen said the support package would help bolster basic services in Lebanon, including health and education, though she added that it was crucial for Beirut to “take forward economic, financial and banking reforms” to revitalize the business environment and banking sector.
Speaking alongside Lebanon’s Prime Minister Najib Mikati and Cypriot President Nikos Christodoulides, she said security support to the Lebanese army, the internal security forces and General Security would be focused on providing training, equipment and infrastructure to improve border management.
Lebanon’s economy began to unravel in 2019 after decades of profligate spending and corruption. However, vested interests in the ruling elite have stalled financial reforms that would grant Lebanon access to a $3 billion aid package from the International Monetary Fund.
As the crisis has been allowed to fester, most Lebanese have been locked out of their bank savings, the local currency has collapsed and public institutions — from schools to the army — have struggled to keep functioning.
In parallel, Lebanon has seen a rise in migrant boats taking off from its shores and heading to Europe – with nearby Cyprus and increasingly Italy, too, as the main destinations, researchers say.

ISLAMABAD: Pakistan’s interior minister Mohsin Naqvi said on Thursday the government would ensure “foolproof security” for Chinese nationals following militant attacks targeting them in the country where most of them have been working on infrastructure development projects.
Naqvi made this assurance during his visit to the Chinese consulate in Karachi, where he discussed the issue in his conversation with a top diplomat Yang Yuandong, who welcomed the minister to the facility.
Five Chinese nationals were killed earlier this year in March after a suicide bomber rammed an explosives-laden vehicle into their convoy which was on its way from Islamabad to the site of a key hydroelectric dam in Dasu.
Prior to that, Chinese workers also came under attack by Baloch separatists near the Gwadar port. The incident led to the death of eight militants.
“It is our duty to ensure foolproof security for Chinese citizens,” Naqvi said during the during his visit to the consulate. “Strict implementation of standard operating procedures for safe movement of Chinese citizens is being ensured.”
Pakistan took action against a number of senior officials after the Dasu attack, saying they showed negligence and had failed to follow the security protocol.
He said the “enemy” wanted to undermine the China-Pakistan friendship but would not succeed.
According to a statement circulated by the ministry, the Chinese diplomat expressed satisfaction with the overall security plan for the protection of the Chinese workers.
