JEDDAH: The king leads the Saudi delegation at a Gulf Cooperation Council summit in Manama, there is a new government in Israel, and there is a crisis in Sudan; that Arab News front page could have been published on almost any day in recent years. 

Except the Saudi king was King Fahd, the Israeli prime minister was Yitzhak Shamir, and another report on the page tells you that this was Dec. 23, 1988. 

Two nights before, Pan Am Flight 103 from Frankfurt to Detroit, via London and New York, had been blown up by a terrorist bomb as it crossed the border between England and Scotland. 

With a death toll of 270 — all 243 passengers and 16 crew, and 11 victims on the ground in Lockerbie, where the aircraft smashed into two residential streets at 800 kph — it remains the deadliest terror attack in UK history. 

Few events resonate all the way from a small Scottish border town to the White House. This was one such event. Lockerbie, with its 4,000 souls, joined that list of places in the UK and elsewhere — Aberfan, Munich, Srebrenica, My Lai — forever associated in the public consciousness with cruel and senseless loss of life. 

Scotland, my country, and Glasgow, my city, are not soft places, nor are the journalists they produce noted for emotional incontinence. But I saw tough, cynical, diamond-hard reporters return from Lockerbie numbed into glazed-eyed silence by the enormity of what they saw there, and full of respect and admiration for the quiet dignity and fortitude with which its townspeople bore their losses. 

How we wrote it




The jet crash headlined Arab News’ front page, detailing its devastation in the Scottish town.

Most of the plane’s passengers were American, and their relatives flew from the US to identify bodies and possessions. The people of Lockerbie temporarily buried their own grief to provide accommodation, food, comfort and solace to the bereaved. Bonds were forged that remain to this day. 

When a terrorist attack was confirmed, the perpetrator identified by Washington was inevitable. The US and the regime of Muammar Qaddafi in Libya had been in a state of undeclared war for years, and US airstrikes in April 1986, far from cowing Qaddafi, appeared only to have incensed him. 

US and UK investigators believed Libyan agents in Malta concealed a Semtex bomb inside a radio-cassette player and sent it in a suitcase to Frankfurt, where it was loaded aboard Pan Am Flight 103 and the fate of 270 people was sealed. 

With some narratives, paradoxically, it can make sense to work backwards — in this case from when Abdelbaset Al-Megrahi, a Libyan intelligence officer and former head of security for Libyan Arab Airlines, died at his home in Tripoli on May 20, 2012, at the age of 60. 

More than 11 years earlier, in January 2001, three Scottish judges sitting at a special court in a former US air base in the Netherlands had sentenced Al-Megrahi to life imprisonment on 270 counts of murder for the Lockerbie bombing. He served more than eight years in two prisons in Scotland before the Scottish government released him on compassionate grounds when doctors said he had terminal cancer, and he returned to Libya in August 2009. Given three months to live, he lasted for nearly three years. 

Al-Megrahi was, and remains, the only person to be convicted of the bombing of Pan Am Flight 103; with his death, therefore, case closed? Well, no. 

The repercussions began soon after the disaster, and continue to this day. Pan Am, its security operations exposed as criminally useless, was bankrupt after a year and out of business after two. UN sanctions against Qaddafi and Libya reinforced their pariah status, and by February 2011 the country was embroiled in civil war. Qaddafi was captured and killed on Oct. 20, 2011. Al-Megrahi would outlive him by seven months.

For the rest of us, airline and airport security have intensified on an apparently endless upward trajectory, and we can at least be grateful that an unaccompanied suitcase with a bomb inside can never again travel from Malta through two airports to the skies over Scotland. 

Perhaps most significantly, however, Lockerbie may have marked the beginning of a collapse in public trust in what our governments tell us. Authorities in the US and the UK have always insisted that Al-Megrahi was guilty, and that he acted alone or with a single accomplice. Few believe that. 

Major world events — the assassination of John F. Kennedy, the moon landings, the 9/11 attacks on America — attract conspiracy theorists like iron to a magnet, and Lockerbie is no exception. It was Iran; it was the Palestinians; it was Mossad; it was the Stasi; it was apartheid South Africa. 

What makes Lockerbie different is that one of the “theories” is almost certainly fact — but which one is anyone’s guess. One man more entitled than most to make that guess is Jim Swire, the softly spoken but determined English country doctor whose daughter Flora, 23, perished on board the plane. 

Swire, now in his late eighties, has devoted his life to finding the truth about Lockerbie. He met and questioned Al-Megrahi. He met and questioned Qaddafi. He has been a thorn in the side of UK and US authorities for more than 30 years, and he believes to this day that the case against Al-Megrahi was a travesty and a tissue of lies, to cover up some ghastly truth that may never be known. 

US President George H. W. Bush set up an aviation security commission in September 1989 to report on the plane’s sabotage, and British relatives of the victims met members of the commission at the US Embassy in London in February the following year. A member of Bush’s staff told one of the relatives: “Your government and ours know exactly what happened, but they are never going to tell.”

Perhaps not. But like a tenacious shoot from a seed buried deep beneath the soil, the truth has a way of reaching the light. 

This year the production of two television drama series, one focused on Swire’s dogged search for that truth, has brought the Lockerbie tragedy back into the public consciousness. Old theories are being revived. 

But this year could also see those theories refuted — or vindicated. 

On May 12, a man identified in court papers as Abu Agila Mohammad Masud Kheir Al-Marimi, or simply Masud, will go on trial in Washington charged with having made the bomb that destroyed Pan Am Flight 103. 

The story of how Masud was identified, captured and extradited to the US — a country with which Libya has no extradition treaty — remains to be told. 

It also remains to be seen whether the trial of Masud will bring some kind of closure, or simply further distress, for the still-grieving families of the victims of Pan Am Flight 103, and for the people of Lockerbie.

VIENNA: The world oil market may be tighter than it appears despite a supply and demand balance pointing to a surplus, the International Energy Agency said on Friday, as refineries ramp up processing to meet summer travel demand.

The IEA, which advises industrialized countries, expects global supply to rise by 2.1 million barrels per day this year, up 300,000 bpd from the previous forecast. World demand will rise by just 700,000 bpd, it said, implying a sizeable surplus.

Despite making those changes, the IEA said that rising refinery processing rates aimed at meeting summer travel and power-generation demand were tightening the market and the latest supply hike from OPEC+ announced on Saturday had not had much effect.

“The decision by OPEC+ to further accelerate the unwinding of production cuts failed to move markets in a meaningful way given tighter fundamentals,” the agency said in a monthly report.

“Price indicators also point to a tighter physical oil market than suggested by the hefty surplus in our balances.”

Earlier this week, ministers and executives from OPEC nations and bosses of Western oil majors said the output increases are not leading to higher inventories, showing that markets are thirsty for more oil.

Next year, the IEA sees demand growth averaging 720,000 bpd, some 20,000 bpd lower than previously thought, with supply growth rising by 1.3 million bpd, also implying a surplus.

SULAYMANIYAH, Iraq: Dozens of Kurdistan Workers Party (PKK) militants began handing over weapons in a ceremony in a cave in northern Iraq on Friday, officials said, marking a symbolic but significant step toward ending a decades-long insurgency against Turkiye.

Helicopters hovered above the mountain where the disarmament process got underway, with dozens of Iraqi Kurdish security forces surrounding the area, a Reuters witness said.

The PKK, locked in conflict with the Turkish state and outlawed since 1984, decided in May to disband, disarm and end its separatist struggle after a public call to do so from its long-imprisoned leader Abdullah Ocalan.

After a series of failed peace efforts, the new initiative could pave the way for Ankara to end an insurgency that has killed over 40,000 people, burdened the economy and wrought deep social and political divisions in Turkiye and the wider region.

The ceremony was held inside the Jasana cave in the town of Dukan, 60 kilometers northwest of Sulaymaniyah in the Kurdistan region of Iraq’s north, according to an Iraqi security official and another regional government official.

Around 40 PKK militants and one commander were to hand over their weapons, people familiar with the plan said. It was unclear when further handovers would take place.

The PKK has been based in northern Iraq after being pushed well beyond Turkiye’s southeastern frontier in recent years. Turkiye’s military has regularly carried out operations and strikes on PKK bases in the region and established several military outposts there.

No footage of the ceremony has been made available yet, but Turkish broadcasters have been showing the crowds gathered near Sulaymaniyah and landscapes of the mountainous region as part of their coverage of what they said was a historic moment.

The arms are to be destroyed later in another ceremony attended by Turkish and Iraqi intelligence figures, officials of Iraq’s Kurdistan regional government, and senior members of Turkiye’s pro-Kurdish DEM party – which also played a key role in facilitating the PKK’s disarmament decision.

Next steps

The PKK, DEM and Ocalan have all called on Turkish President Tayyip Erdogan’s government to address Kurdish demands for more rights in regions where Kurds form a majority, particularly the southeast where the insurgency was concentrated.

In a rare online video published on Wednesday, Ocalan also urged Turkiye’s parliament to set up a commission to oversee disarmament and manage the broader peace process.

Ankara has taken steps toward forming the commission, while the DEM and Ocalan have said that legal assurances and certain mechanisms were needed to smooth the PKK’s transition into democratic politics.

Omer Celik, a spokesman for Erdogan’s AK Party, said the disarmament process should not be allowed to drag on longer than a few months to avoid it becoming subject to provocations.

Erdogan has said the disarmament will enable the rebuilding of Turkiye’s southeast.

Finance Minister Mehmet Simsek has said Turkiye spent nearly $1.8 trillion over the past five decades combating terrorism, endorsing the peace steps as an economic boon.

The end of NATO member Turkiye’s conflict with the PKK could have consequences across the region, including in neighboring Syria where the United States is allied with Syrian Kurdish forces that Ankara deems a PKK offshoot.

Washington and Ankara want those Kurds to quickly integrate with Syria’s security structure, which has been undergoing reconfiguration since the fall in December of autocratic President Bashar Assad. PKK disarmament could add to this pressure, analysts say.

RIYADH: Tesla’s arrival in Saudi Arabia signals a turning point in the Kingdom’s ambitious electric mobility strategy, with close to half of its citizens now open to purchasing an electric vehicle.

With a target of 30 percent EV adoption by 2030 under Vision 2030, Saudi Arabia has gained a powerful ally in Tesla — one that could accelerate progress through competitive pricing, charging infrastructure investments, and potential local manufacturing deals.

This move not only brings one of the world’s most recognizable EV brands to Saudi consumers but also supports the nation’s broader push toward sustainable mobility.

This is also set to be boosted with the launch of the Kingdom’s first homegrown EV brand, Ceer, with production set to begin in 2026.

In an interview with Arab News, Alessandro Tricamo, partner at Oliver Wyman’s transportation and services practice, noted that while EVs currently make up just over 1 percent of vehicle sales, consumer interest is rising. “Nearly half of Saudi citizens say they are considering an EV purchase in the coming years,” he said.

A win-win proposition 

Tesla’s arrival comes at a critical time for the company and the Kingdom alike. The American automaker, facing increasing competition from Chinese rivals like BYD and declining sales in traditional markets, sees Saudi Arabia as a promising new frontier. 

Tricamo explained: “Tesla’s entry into the Saudi market is potentially a significant win-win situation. With its leadership position increasingly challenged by BYD and other manufacturers — and with sales declining in the US and Europe — Tesla is looking to open up new markets.”

He added: “Saudi Arabia, while investing heavily in public transport and mass transit, remains a car-centric country where Tesla’s brand is resonant. This makes the Kingdom a promising growth opportunity for the OEM (Original Equipment Manufacturer).”

Tesla’s Riyadh showroom and service center, along with pop-up stores in Jeddah and Dammam, introduce Saudi drivers to the Model 3, Model Y, and Cybertruck — a clear signal of the company’s long-term commitment to the region.

Fixing infrastructure gap

One of the biggest roadblocks to mass EV adoption is Saudi Arabia’s underdeveloped charging network. With just 101 public charging stations in 2024 — behind the UAE’s 261 — range anxiety remains a major deterrent for potential buyers.

Oliver Wyman’s Tricamo underscored the urgency of infrastructure expansion, saying: “Expanding the Kingdom’s charging infrastructure is arguably the single most critical factor in accelerating EV adoption. As of 2024, Saudi Arabia has around 100 public charging stations, primarily concentrated in Riyadh.”

He added: “For comparison, the UAE has nearly three times as many, despite having only a third of Saudi Arabia’s population.”

To address this, Saudi authorities are rolling out high-speed charging stations along key routes, including the 900 km Riyadh-Makkah corridor, which currently lacks any charging points. Tesla’s planned Supercharger network — open to other brands — could be a game changer if deployed swiftly.

However, rapid infrastructure expansion brings its own risks. Taline Vahanian, placement leader at Marsh UAE, an insurance broker and risk adviser, warned that high-speed charging stations, by their nature, handle significant electrical loads and integrate advanced digital control systems.

“This exposure brings a range of liability risks — from electrical malfunctions that might result in fires or physical injuries to property damage caused by system failures or cyberattacks,” she told Arab News, adding: “Additionally, integrating an array of new charging stations into an evolving power grid presents operational challenges such as voltage fluctuations, grid stability issues, and the necessity for specialized, regular maintenance.”

While Tesla makes its retail debut, Lucid Motors — backed by Saudi Arabia’s Public Investment Fund — is already establishing local production, with a Jeddah factory set to manufacture thousands of EVs annually. This positions the Kingdom as a potential regional EV production hub, reducing reliance on imports. 

Vahanian highlighted the challenges of local production, saying: “On the supply chain front, vulnerabilities arise as the industry remains heavily dependent on imported components and critical raw materials. These dependencies are susceptible to international trade disruptions or logistical bottlenecks.”

She added: “Harmonizing standards and streamlining certification processes on the regulatory front will be crucial; any delays or misalignments with international standards could disrupt production schedules and cause cascading delays.”

Can EVs survive Saudi summers? 

Extreme temperatures pose another major challenge for EV adoption. Lithium-ion batteries degrade faster in heat, raising concerns about long-term durability. 

Tesla and Lucid are countering this with advanced liquid cooling systems and heat-resistant materials, while Saudi researchers are exploring solid-state batteries for better performance.

Vahanian emphasized the risks, saying: “In Saudi Arabia’s harsh desert climate, battery safety is a paramount concern. EV batteries rely on sophisticated thermal management systems, yet extreme ambient temperatures can accelerate degradation and — even in rare cases — trigger thermal runaway or fire incidents.”

She added that compounding this risk is the “nascent state” of the charging infrastructure, which must contend with sand, dust, and persistent heat stress — all of which elevates the possibility of technical failures and unexpected downtime.

Tricamo offered a more optimistic view: “I believe the impact of extreme heat on EV performance is often overstated. While high temperatures can pose challenges for batteries, such conditions are limited to certain periods, and battery technology is improving rapidly to support performance across a wide temperature range.”

He added: “EVs have been operating in the region for several years with virtually no performance issues. A more relevant environmental concern may be sand and dust, which can affect charging stations and equipment. But even here, mitigation measures are relatively straightforward and already well understood.”

Insurance and cost

Another hurdle is the higher cost of insuring EVs compared to traditional vehicles.

Vahanian explained that unlike traditional cars powered by internal combustion engines, EVs rely on sophisticated battery systems, state-of-the-art electronics, and specialized components that require expert handling.

“When collisions or mishaps occur, repairing these systems can be significantly pricier than conventional repairs. Limited availability of repair facilities and trained technicians — particularly in emerging markets like KSA — exacerbates these costs,” she said.

The Marsh UAE official added that insurers are adapting but warns of potential premium hikes: “Insurance companies, which traditionally set premiums based on anticipated claim payouts and repair costs, are therefore likely to face higher liabilities. In anticipation, we can expect a recalibration of premiums, reflecting a more accurate risk profile and the amplified repair costs associated with EVs.”

Vahanian went on to say: “Higher repair costs inevitably feed into the economics of risk assessment for insurers. As claims tend to rise with the complexity and expense of EV repairs, premium rates may correspondingly increase to maintain the insurers’ financial stability.”

She noted that higher EV insurance premiums could have a dual effect — while buyers are attracted by lower fuel costs and environmental benefits, steep insurance rates might weaken their appeal, particularly given the already high upfront costs.

The road to 2030

Despite these challenges, Saudi Arabia’s EV revolution is undeniably gaining momentum. Tricamo stressed that government intervention will be crucial. “To accelerate the transition, targeted government intervention will be essential — both to level the playing field and to fast-track the decarbonization of mobility,” he said.

Tricamo added that petrol vehicles remain significantly cheaper to operate in the region due to low fuel prices and a lack of EV incentives, while limited charging infrastructure further hinders widespread adoption.

Vahanian echoed this sentiment, calling for collaboration between policymakers and insurers, saying: “By collaborating with insurance providers, policymakers can create schemes that provide favorable premium rates or bundled services, thereby alleviating consumer concerns and accelerating market penetration.”

Full speed ahead 

With Tesla’s market entry, Lucid’s local production, and government-backed infrastructure investments, Saudi Arabia is fast-tracking its EV transition. Yet hurdles like charging deserts, affordability, battery resilience, and insurance costs must be overcome to reach the 30 percent adoption goal.

An anthem for unspoken love: Zeyne discusses her latest release, ‘Hilwa’

DHAHRAN: Palestinian-Jordanian artist Zeyne is here for her close-up — and she’s bringing the inspirational women in her family along. 

Zeyne’s latest single “Hilwa” dropped this week and the artwork — shot by Zaid Allozi — shows three women interlocked by their braided hair. 

“The image shows three generations — me, my mother, and my grandmother — all connected by one continuous braid. It’s a symbol of inheritance; the quiet strength and love passed from one woman to the next,” Zeyne tells Arab News. “The braid holds the kind of love that isn’t always spoken, but is deeply felt and remembered.” 

The 27-year-old is using her music to reclaim narrative, identity and joy — singing of Arab womanhood in its most defiant, soulful and cinematic form. 

“We shot (the artwork) in a handmade mudbrick house in the Jordan Valley, built using traditional Levantine methods. These homes — found across Palestine, Jordan, Syria, and Lebanon — aren’t just sustainable, they carry memory. They connect us to land, to lineage, and to something deeper,” Zeyne says.  

“Hilwa” is an uplifting anthem released via Saudi-based MDLBEAST Records, in partnership with Zeyne’s own label, Scarab Records.

“When we saw the vision Zeyne and her team had, it was a no brainer, we were ready to jump right in and help amplify what was already there and build together towards a sustainable, long-running, global project stemming from the heart of the MENA region,” Talal Albahiti, COO and head of talent at MDLBEAST, tells Arab News. “MDLBEAST Records always champions the upcoming hard workers and visionaries, and Zeyne exemplifies these qualities perfectly.”  

Following Zeyne’s 2024 hit “Asli Ana,” which reimagined Arab rhythmic traditions through a futuristic lens, “Hilwa” pays homage to her mother and grandmother, whose love and wisdom deeply shaped her sense of identity. “While ‘Asli Ana’ was about resistance, ‘Hilwa’ is softer,” she says.  

Through Zeyne’s reflective lyrics and emotional vocal delivery, “Hilwa” explores how beauty and self-worth are inherited — not just genetically, but through stories, memories, and values passed down by generations of Arab women. “You’re so beautiful and no one can say otherwise,” she sings at one point.

Born Zein Sajdi in Amman in 1997, Zeyne was raised in a household where music and culture were key. Her father was a record collector, her mother led a dabke troupe, and her sister trained as a classical pianist. Zeyne began performing aged five and was already writing her own lyrics in her teens. 

She studied sociology and media communications at the University of Sussex in the UK, but the COVID-19 pandemic redirected her path. Returning to Amman in 2020, she turned her full attention to music — writing, recording and developing her distinct sound. 

Since the release of her 2021 debut single, “Minni Ana,” Zeyne has carved a singular lane in Arab pop — merging traditional Arabic sounds with modern, genre-defying production. Since then, she has released several acclaimed singles, collaborated with artists including Palestinian singer-songwriter Saint Levant, and written for fellow Jordanian-Palestinian musician Issam Alnajjar, Lebanese-Canadian singer-songwriter Massari, and the acclaimed Chilean-Palestinian star Elyanna.

With more than 46 million streams across various platforms, Zeyne’s music has become a touchstone for Arab youth globally, offering a sound that is intimate, cinematic and emotionally resonant. Her boundary-pushing sound and evocative vocals have established her as one of the region’s most important cultural voices.  

Earlier this year, she launched a three-stop regional mini tour, “The Golden-Hour Run,” that included a landmark performance at the OffLimits Festival in the UAE and stadium appearances as a special guest on Ed Sheeran’s Mathematics Tour in Qatar and Bahrain, where she performed to over 65,000 people.

But Zeyne’s influence stretches far beyond music.  

As an EQUAL Arabia ambassador, she lit up Times Square in New York City, solidifying her status as an emerging symbol of contemporary Arab identity and woman empowerment. Her inclusion in the DAZED Global 100 further cemented her status as a fearless voice reshaping representation and storytelling in and beyond the region. 

“Hilwa” captures all of that—vulnerability, defiance, and a deep sense of generational continuity. On Instagram, she wrote that the song stems from an assembly line of greatness, and is “a love letter to all the women in my life — my mother, my grandmother and even my younger self — you are beautiful, and no words can say otherwise.” 

This summer, Zeyne brings that message to the stage. She will perform in London on July 19 and 20, Paris on July 22, and Jerash on July 28, before heading to Saudi Arabia for back-to-back concerts in Riyadh on Aug. 7 and Jeddah on Aug. 8.

LONDON: An Israeli court on Thursday extended the detention of journalist Israel Frey over a post on X that hailed “the world is a better place” following the death of five soldiers in an explosion in Gaza.

Frey, who frequently posts his criticism of the Israeli army’s actions in Gaza, is being held in the Tel Aviv Magistrate’s Court over charges of inciting and supporting terrorism.

“The world is better this morning without five young people who participated in one of the cruelest crimes against humanity,” the Israeli journalist said, referring to five Israeli soldiers who were killed by an explosive device during their fight with the militant group Hamas in northern Gaza earlier this week.

He added: “Sadly, for the boy in Gaza now being operated on without anesthesia, the girl starving to death and the family huddling in a tent under bombardment — this is not enough.

“This is a call to every Israeli mother: Do not be the next to receive your son in a coffin as a war criminal. Refuse.”

Frey was previously questioned over his critical posts in the past. In March, he was interrogated on suspicion of inciting terrorism over a few pro-Palestinian posts.

“A Palestinian who hurts an IDF soldier or a settler in the apartheid territories is not a terrorist. And it’s not a terror attack. He’s a hero fighting against an occupier for justice, liberation and freedom,” he once wrote.

In December 2022, he was questioned over posts in which he said that “targeting security forces is not terrorism” and called a Palestinian who was planning an attack a “hero.”

Frey fled into hiding on Oct. 16, 2023, about a week into the Gaza war, after his home was attacked by a far-right Israeli mob when he expressed solidarity with Palestinians in Gaza.

Frey told the Israeli newspaper Haaretz on Thursday that he will not be “bowing his head” to his persecution, adding that “we have already caused enough suffering, blood and tears. Liberate Gaza. Enough.”

According to Israeli media reports, Judge Ravit Peleg Bar Dayan ruled that Frey’s remarks “offend public sensibilities and are deeply disturbing,” asking, “How can the deaths of young soldiers, who fell in the line of duty defending their homeland, possibly be considered good?”

She added that extending Frey’s detention was necessary due to “investigative actions susceptible to obstruction,” as she denied bail to Frey.

In a statement, the Committee to Protect Journalists condemned Frey’s arrest and said his detention “underscores authorities’ growing intolerance of freedom of expression since the start of the war on October 7, 2023.”

CPJ Regional Director Sara Qudah called for Frey’s immediate release along with “all detained Palestinian journalists” and for an end to the “ongoing crackdown on the press and dissenting voices.”
